Depends on tradition. Popularly people use Shodashi and Rajrajeshvari interchangeably. There are differences. In our lineage form Kashmir/HP, we use a different mantra for Rajrajeshvari. We have four initiations - Bala, Lalita, Shodashi and Rajrajeshvari
